School Governors

The Role of the Governing Body

The main function of the Governing Body is to maintain and improve the School’s standards of education, and its work can be divided into 5 areas:-

Strategic role – setting aims and objectives, adopting policies & development plans, setting budgets and targets for achieving those aims and objectives, responding to inspection

Monitoring role - monitoring and evaluating progress of its strategy, plans, budgets, standards of education and regularly reviewing the strategic framework for the School in the light of that progress

Executive role - recruitment, discipline, admissions

Accounting to parents

Supporting role
- supporting & advising the Headteacher, providing practical help and skills, attending school functions.


Currently the full Governing Body meets at least four times a year.  In addition, there are Committees which also meet at least once a term.
These are:

the Resources Committee

the Teaching and Learning  Committee

The Admissions Committee meets in January to allocate Foundation places for the following September (according to the oversubscription criteria) and, when necessary, to consider applications for transfer.

The Governors are:

  • 3 elected Parent Governors
  • 1 elected Staff Governor,
  • 1 Local Authority Governor appointed by Essex County Council
  • 8 Foundation Governors,( including the Dean who is an ex officio Governor)
  • the Head Teacher ( unless the head teacher resigns the office of governor in accordance with Regulation 19 of The School Governance ( Constitution) (England) Regulations 2012)
  • Total number of Governors:14

4 by the Diocesan Board of Education

3 by the Chapter of Chelmsford Cathedral

As the School is a Voluntary Aided Church of England School, the Foundation Governors must preserve and develop religious character of the School.

Individual Governors have no power or right to act on behalf of the Governing Body, except where the whole Governing Body has delegated a specific function to that individual, or where regulations specify that a function is to be exercised in a particular way.  The Governing Body is legally liable for all actions taken in its name by individuals or committees to which it has delegated functions.

The Headteacher has delegated responsibility for the day to day management of the school and for implementation of the strategic framework established by the Governing Body.  Governors are not expected to be involved in the detail of the day-to-day management of the school.


The Role of the Clerk to the Governors is to work effectively with the Chair of Governors, the other Governors and the Headteacher to support the Governing Body in the discharge of its duties.
